The source code files of the plugin are licensed under the Apache License, version 2.0.
hexagon.slaspec is autogenerated from semantics descriptions distributed with QEMU and therefore the original license (GPLv2 or later) and copyright are maintained preceisely. The whole ghidra-hexagon-plugin work is therefore distributed under the terms of GPLv3 (or later).
